Jacob was born in Fridley, Minnesota, on December 22, 1986, the son of Steven and Gayle (Norley) Clements. He graduated from Boone High School in 2005.

Jacob enlisted in the Iowa Army National Guard in December 2003, and served in the 113th Calvary Squadron in Iraq from August of 2007 to April of 2008. Jacob enjoyed pencil drawing, collecting guns, archery, bow hunting, video games, and watching anime (Japanese animation).

Jacob was preceded in death by his grandfathers, Ellsworth Norley and Earl Clements. He is survived by his mother, Gayle Norley of Boone, his father, Steven of Detroit Lakes, Minnesota, his maternal grandmother, Linda Norley of Boone; paternal grandmother, June Crandall of Osage, Minnesota; two brothers, Eric and Nate Clements, both of Boone; a sister, Sara Clements Sesker of Boone; and girlfriend, Stephanie Cummings of Holmen, Wisconsin.
